Occasionally the Windows XP Taskbar pops up help in the form of small balloons, such as when a network connection is established or disconnected or when the desktop cleanup wizard needs to run. These alerts can be intrusive and annoying but a registry fix can take care of them.
To disable the balloon tip notifications complete the following steps:
1. Click Start, click Run, type regedit, and then press ENTER.
2. Navigate to the following subkey:
HKEY_CURRENT_USER\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced
3. Right-click the right pane, create a new DWORD value, and then name it EnableBalloonTips.
4. Double-click this new entry, and then give it a hexadecimal value of 0.
5. Quit Registry Editor. Log off Windows, and then log back on.
However this can be done using Tweak UI for windows disscussed here.

And Here is also a tip how to make shortcuts for your favourite files or programes…
Right click on a program’s shortcut icon and select Properties, then click in the shortcut field and strike any key. The new keyboard short cut becomes Ctrl-Alt-that key. You could also opt to use Shift-Alt-any key, but certain keys like Enter, Tab, and Escape will simply not work for shortcut keys due to their already complex functionality.
